The Haryana State Pollution Control Board (HSPCB) on November 12, 2025, issued a notification regarding the Third party/self-certifications for dealing the cases of first consent to operate for green categories of industries covered under consent management of HSPCB.
The Haryana State Pollution Control Board has revised its procedure for issuing the first Consent to Operate (CTO) under the Water Act, 1974 and Air Act, 1981 for Green category industries/projects. This change follows recommendations made by a national task force on ease of doing business, which suggested introducing third-party certification and reducing compliance burden for low-risk sectors.
The existing procedure (issued on December 04, 2020) required board officers to conduct on-site inspections before granting the first CTO. However, in light of Government of India reforms and updated CPCB categorization guidelines (dated February 12, 2025), the Board has now approved a new procedure—detailed in Annexure-I—for processing first CTO applications for Green category units.
The revised procedure will apply to all CTO applications submitted on or after November 15, 2025.
